Unpaid on a St. Paul job? LevelSet Collections prepares, records and serves Ramsey County mechanics liens for contractors, subcontractors and suppliers working across St. Paul, Roseville, Maplewood, Shoreview, New Brighton and White Bear Lake. Since 2020 we have filed more than 1,100 liens, and a Ramsey County lien is one all-inclusive price from intake to service.

**Quick answer:** A Ramsey County mechanics lien is recorded with the Ramsey County Recorder and Registrar of Titles at 90 Plato Blvd W. in St. Paul, which accepts e-recording through ePN, Simplifile, CSC and Indecomm. Torrens and abstract land are recorded separately, and the lien has to be recorded and served within 120 days. See the full [Minnesota deadlines and statutes](https://levelsetcollections.com/mechanics-lien-filing/minnesota/).

## Where Ramsey County liens are recorded

Ramsey County liens go to the Ramsey County Recorder and Registrar of Titles Office, which keeps the county’s official real estate records. Its physical address is 90 Plato Blvd W. in St. Paul. Mail goes to P.O. Box 64099, St. Paul, MN 55164-0099, and walk-in filers use secure drop-off locations. The office lists mechanics liens among the lien types it records.

Ramsey accepts e-recording for every document type through four state-recognized vendors: ePN, Simplifile, CSC eRecording Solutions and Indecomm Global Services. We e-record Ramsey liens, and the county’s RecordEASE system lets us confirm the recording online.

## Torrens, abstract, and land that is both

Ramsey County has an extra wrinkle. If a document covers land that is partly Torrens and partly abstract, the county requires it to be submitted for both kinds of recording, either as two separate sets with separate fees or as one set processed in sequence. On a larger site made up of several parcels, a lien sent in once can end up recorded against only part of the property.

Owner and parcel information comes from the Ramsey County property tax and value lookup. We use it to confirm the owner of record and the parcel, then pull the legal description from the deed or the certificate of title before drafting. Owners can also sign up for Ramsey County Property Watch, so expect the owner to know about the lien quickly.

## Cities we file in across Ramsey County

Ramsey is Minnesota’s smallest county by area and its most densely populated. St. Paul is the county seat and the state capital. The other cities include Arden Hills, Falcon Heights, Gem Lake, Lauderdale, Little Canada, Maplewood, Mounds View, New Brighton, North Oaks, North St. Paul, Roseville, Shoreview, Vadnais Heights and White Bear Lake, plus White Bear Township.

Three cities are only partly in Ramsey County: Blaine, Spring Lake Park and St. Anthony. Most of Blaine is in Anoka County, and St. Anthony also reaches into Hennepin, so the parcel decides the county, not the city name.

Ramsey work ranges from apartments, healthcare and institutional jobs in St. Paul to retail and office work along the suburban corridors. The county’s own showcase project is Rice Creek Commons in Arden Hills, the 427-acre former Twin Cities Army Ammunition Plant site the county bought in 2013. Ground broke on April 30, 2025, starting with a headquarters for Micro Control Company, and the county estimates about $1 billion in development value.

## What sinks liens in Ramsey County

- **Mixed Torrens and abstract parcels.** Ramsey requires documents covering both kinds of land to be submitted for both recordings. One set filed once can miss part of the site.
- **A Blaine or St. Anthony address.** Both cities straddle the county line. Check the parcel before recording.
- **No service on the owner.** Recording alone doesn’t meet the 120-day requirement; the owner also has to be served.
- **Assuming a big job is exempt from the pre-lien notice.** The exemption turns on unit counts and square footage, not contract size.
- **No lis pendens within the year.** Foreclosure has to start within one year after the last item in the lien statement. See the [Minnesota deadline table](https://levelsetcollections.com/mechanics-lien-filing/minnesota/).

## How LevelSet handles a Ramsey County lien

1. **Intake.** Send us the job address, the company that hired you, your unpaid invoices, your first and last work dates and any pre-lien notice you sent.
2. **Statutory form.** We confirm the owner in the Ramsey County lookup, check whether the parcel is Torrens, abstract or both, and prepare the sworn Minnesota lien statement.
3. **Notarization.** Matt Rush signs and swears to the statement as the claimant’s agent in front of a notary.
4. **Recording.** We e-record it with the Ramsey County Recorder and Registrar of Titles, in both systems when the land requires it.
5. **Service.** We serve the owner by certified mail within the 120 days and copy the general contractor.

## Example: a Ramsey County deadline walk-through

**Example:** A mechanical subcontractor’s last day on a Roseville retail addition that adds more than 5,000 usable square feet is August 21. Because of its size, the job is exempt from the pre-lien notice. The lien statement still has to be recorded with the Ramsey County Recorder and served on the owner by December 19 (120 days), and foreclosure started within one year after August 21.

Whoever hired you still owes you. Our [construction collections](https://levelsetcollections.com/construction-collections/) service pursues unpaid St. Paul-area construction invoices on contingency, 10% to 33%, and there’s no fee if nothing is collected.
