Unpaid on a job in Metairie, Kenner or on the West Bank? LevelSet Collections prepares and records Jefferson Parish lien claims, Louisiana’s statement of claim or privilege, for contractors, subcontractors and suppliers from Harahan and River Ridge to Marrero, Harvey and Westwego. We have filed more than 1,100 liens since 2020, and one all-inclusive price covers the Jefferson Parish filing.

Quick answer: A Jefferson Parish lien is a statement of claim or privilege recorded in the parish mortgage records by the Jefferson Parish Clerk of Court’s Mortgage & Conveyance/UCC Department in Gretna, which also accepts recordings electronically through its JeffNet service. Your 30-, 60- or 70-day deadline depends on the notice of contract and notice of termination. See the full Louisiana deadlines and statutes.

Where Jefferson Parish claims are recorded

Jefferson Parish claims are recorded by the Clerk of Court’s Mortgage & Conveyance/UCC Department in the Jefferson Parish General Government Building, 200 Derbigny Street, Suite 2200, in Gretna, open weekdays 8:30 a.m. to 4:30 p.m. The department records everything that affects real property in the parish, from acts of sale to mortgages, liens and judgments. Its mailing address is P.O. Box 10, Gretna, LA 70054-0010.

Jefferson runs its own e-recording system. Instead of an outside vendor, the Clerk accepts documents for the mortgage and conveyance records through JeffNet, its remote access service. The same department issues lien and privilege certificates and runs JeffWatch, a property alert system that tells owners when something is recorded against their property.

Finding the legal owner and legal description in Jefferson Parish

The Jefferson Parish Assessor’s Office, under Assessor Thomas J. Capella, has a property search that shows ownership, assessed values and legal descriptions. That’s where we start on every Jefferson job.

We then check the Clerk’s mortgage records for a notice of contract, a notice of termination and any bond, and confirm the legal description against the owner’s deed. In older Metairie and Gretna neighborhoods, a description runs by lot, square and subdivision, and a house can sit on parts of two lots.

Cities we file in across Jefferson Parish

Jefferson Parish has four cities, Gretna (the parish seat), Harahan, Kenner and Westwego, plus the towns of Grand Isle and Jean Lafitte. Most of the parish isn’t in any city: Metairie, Marrero, Harvey, River Ridge, Terrytown, Avondale, Bridge City and Waggaman are unincorporated. Whatever the mailing address says, every claim in the parish is recorded in Gretna.

Watch the parish lines on both banks. Old Metairie backs up to the Orleans Parish line, and Algiers, right next to Terrytown and Gretna, is in Orleans. Upriver, Luling, Destrehan and Hahnville are in St. Charles Parish.

Jefferson work is heavy on storm repair, roofing and residential remodels, plus retail, medical and multifamily jobs along the main corridors. On the public side, the parish’s 2022–2041 water and sewer program includes a $790 million, 20-year pipe replacement, a new East Bank Water Treatment Plant and rehab of all 11 water towers, started with about $300 million in bonds in 2022. Those jobs run on Public Works Act bonds, not liens.

What sinks claims in Jefferson Parish

  • A Metairie address on an Orleans parcel. The parish line runs right through the neighborhoods. Check the parcel, not the ZIP code.
  • Treating Metairie as a city. It’s unincorporated, and there is no Metairie recording office. The claim goes to the Clerk of Court in Gretna.
  • Missing the 10-day residential notice. On a house with no notice of contract, you only get 70 days if you sent the owner a notice of nonpayment at least 10 days before filing.
  • Ignoring a notice of termination. Once it’s recorded, subs on a notice-of-contract job have 30 days.
  • Skipping the notice of pendency. A suit within the year isn’t enough without a recorded notice of pendency of action. See the Louisiana deadline table.

How LevelSet handles a Jefferson Parish claim

  1. Intake. You send the job address, the company that hired you, your invoices and the date the work was finished.
  2. Statutory form. We pull ownership and the legal description from the Jefferson Parish Assessor, check the Clerk’s records for a notice of contract or termination, and prepare the statement of claim or privilege.
  3. Notarization. Matt Rush signs the statement as the claimant’s agent, in front of a notary.
  4. Recording. We record it in the Jefferson Parish mortgage records with the Clerk of Court in Gretna, electronically through JeffNet when it’s available for the filing.
  5. Service. We deliver a copy of the recorded claim to the owner and send one to the general contractor.

Example: a Jefferson Parish deadline walk-through

Example: A plumbing subcontractor finishes a bathroom and kitchen remodel on a Metairie house. No notice of contract was recorded, and the work is substantially complete on May 5. If the sub sends the owner a written notice of nonpayment at least 10 days before filing, the statement of claim can be recorded in Gretna as late as July 14 (70 days). Without that notice, the deadline is July 4 (60 days).
