Quick answer: A Jackson County mechanics lien is a lien statement filed with the clerk of the 16th Circuit Court, not recorded with the Recorder of Deeds. Civil Records takes filings at the Kansas City courthouse, 415 E. 12th Street, and in Independence at 308 W. Kansas. Missouri gives you 6 months to file, and everyone but the original contractor serves a notice of intent at least 10 days first. See the full Missouri deadlines and statutes.
Where Jackson County liens are filed
Missouri lien statements are court filings. In Jackson County they go to the Civil Records department of the 16th Circuit Court, which has a counter on the third floor of the Kansas City courthouse at 415 E. 12th Street and on the first floor of the Independence courthouse at 308 W. Kansas. The court’s hours are 8 a.m. to 5 p.m. weekdays, and its Case Initiation unit is the listed contact for mechanics’ lien information.
The 16th Circuit says electronic filing for self-represented filers is planned for a later phase, so the Missouri eFiling System isn’t an option here yet. Because we file as agent for the claimant, a Jackson County lien statement goes in on paper at the counter or by mail, and we watch the 6-month deadline with that in mind.
Finding the owner and legal description
Jackson County’s Recorder of Deeds is in the Historic Truman Courthouse, 112 W. Lexington in Independence. It keeps the deeds we pull for the owner of record and the legal description, but the lien statement itself doesn’t go there.
For the parcel we use the county’s Parcel Viewer and its Public Property Portal, which shows assessment records and property record cards. The county says the portal shouldn’t be used as an official source of legal property documentation, so the legal description always comes from the recorded deed.
Where we file across Jackson County
Jackson County includes about half of Kansas City and 18 other municipalities, among them Independence, Lee’s Summit, Blue Springs, Raytown, Grandview, Grain Valley, Oak Grove, Sugar Creek, Greenwood and Lone Jack. The other half of Kansas City sits in other counties, so a Kansas City address isn’t automatically a Jackson County lien. We confirm the county from the parcel before filing.
Jackson County work runs from downtown and Crossroads apartments and office conversions to warehouses along the I-70 and I-435 corridors and subdivisions in Lee’s Summit and Blue Springs. On the public side, the county built a new 1,000-bed detention center on US Highway 40 in the Blue Valley industrial corridor, with construction due to wrap up in December 2025 and occupancy set for April 2026. Public projects in Missouri run on payment bonds, not liens.
What sinks liens in Jackson County
- Taking it to the Recorder of Deeds. The lien statement is filed with the circuit clerk. The Recorder in Independence only has the deed.
- A Kansas City parcel outside Jackson County. Only about half of Kansas City is in Jackson County.
- Mailing the notice of intent. It has to be served on the owner at least 10 days before filing, not just mailed.
- A home remodel with no owner consent. On owner-occupied homes, a sub may have no lien without the owner’s signed consent.
- Counting on e-filing. E-filing for self-represented filers isn’t open in the 16th Circuit yet. See the Missouri deadline table.
How LevelSet handles a Jackson County lien
- Intake. You send the job address, who hired you and who hired them, your itemized account, the date the debt accrued and any owner consent or Notice to Owner on file.
- Statutory form. We confirm the parcel is in Jackson County, pull the deed from the Recorder of Deeds, and prepare the notice of intent and the Missouri lien statement.
- Notarization. Matt Rush, as agent for the claimant, signs the lien statement and swears to the account before a notary.
- Recording. We file it with the 16th Circuit Court’s Civil Records department in Kansas City or Independence.
- Service. The notice of intent is served on the owner at least 10 days before filing, and the general contractor gets a copy of the filed statement.
Example: a Jackson County deadline walk-through
Example: A framing subcontractor’s last day on a Kansas City apartment project is March 12. Its lien statement has to be filed with the 16th Circuit Court by September 12 (6 months), so the notice of intent has to be served on the owner by September 2. Once the statement is filed, a suit to enforce it has to be brought within 6 months.
