Unpaid on a Jackson-area job? LevelSet Collections prepares and files Hinds County mechanics liens, Mississippi’s construction lien, for contractors, subcontractors and suppliers on jobs in Jackson, Clinton, Byram, Raymond, Terry and Bolton. We have filed more than 1,100 liens since 2020, and one all-inclusive price covers the filing and the copies Mississippi requires.

Quick answer: A Hinds County mechanics lien is a claim of lien filed with the Hinds County Chancery Clerk, and Hinds has two judicial districts with two clerk offices: 316 S. President Street in Jackson for the First District, and the Annex Building in Raymond for the Second. It’s due 90 days after your last work, with copies mailed within 2 business days. See the full Mississippi deadlines and statutes.

Where Hinds County liens are filed

Hinds County Chancery Clerk Eddie Jean Carr keeps the county’s land records from two offices. The First Judicial District office is at 316 S. President Street in Jackson, and the Second Judicial District office is in the Annex Building on Main Street in Raymond. Both are open 8 a.m. to 5 p.m. weekdays, except legal holidays.

The clerk’s office says it is illegal for it to search records or prepare documents for the public, so the claim has to arrive complete. For deeds, the clerk asks for a legal description with indexing instructions and the names, addresses and phone numbers of the parties and the preparer, and we build every Hinds lien to the same standard.

Two judicial districts: which clerk gets the lien

This is the Hinds County trap. The county’s court jurisdiction notice puts Jackson, Clinton, Byram and Terry in the First Judicial District, and Raymond, Edwards, Bolton and Utica in the Second. A claim filed in the wrong district’s office isn’t where a title searcher for that parcel will look.

For the owner and legal description we use the county’s online land records, which include a General Index and Sectional Acreage, Condominium and Subdivision indexes, then match the vesting deed to the job before drafting. We confirm the district from the parcel, not the mailing address.

Where we file across Hinds County

Hinds County takes in Jackson, the state capital, along with Clinton, Byram, Terry, Raymond, Edwards, Bolton and Utica and the unincorporated county. A Jackson-area mailing address doesn’t settle the county by itself, so we confirm the parcel before filing.

Hinds County work runs from state government, hospital and university projects in Jackson to commercial and residential work in Clinton and Byram and rural jobs in the Second District. Public projects in Mississippi don’t take liens; they run on payment bonds.

What sinks liens in Hinds County

  • Filing in the wrong district. Raymond, Edwards, Bolton and Utica are Second District. Jackson, Clinton, Byram and Terry are First District.
  • Expecting the clerk to fix it. The Chancery Clerk’s office won’t search records or prepare documents.
  • Missing statements on the face of the lien. Mississippi requires specific statements on the lien itself, or it’s invalid.
  • Mailing copies late. The owner, and the contractor if you aren’t the GC, get copies within 2 business days of filing.
  • No Pre-Lien Notice on a single-family home. Subs and suppliers without a contract with the owner give it at least 10 days before filing. See the Mississippi deadline table.

How LevelSet handles a Hinds County lien

  1. Intake. You send the job address, who hired you, the contract amount and what’s unpaid, your first and last dates on the job, and whether it’s a single-family home.
  2. Statutory form. We find the parcel in the Hinds land records indexes, confirm the judicial district, and prepare the claim of lien with every statement Mississippi requires on its face.
  3. Notarization. Matt Rush signs and swears to the claim as agent for the claimant before a notary.
  4. Recording. We file it with the Hinds County Chancery Clerk in Jackson or Raymond, whichever district the property is in.
  5. Service. Copies go to the owner, and to the general contractor if you aren’t the GC, within 2 business days of filing.

Example: a Hinds County deadline walk-through

Example: A framing subcontractor finishes its work on a new single-family home in Clinton on February 11. Clinton is in the First Judicial District, so the claim of lien is filed with the Chancery Clerk in Jackson by May 12 (90 days). Because it has no contract with the owner, its Pre-Lien Notice has to reach the owner at least 10 days before filing, by May 2.

The lien may be gone, but the money is still owed. We go after the contractor or customer on your Hinds County job through construction collections on contingency, 10% to 33%, and you pay nothing if we don’t collect.
