LevelSet Collections prepares and records Loudoun County mechanics liens, Virginia’s sworn memorandum of lien, for contractors, subcontractors and suppliers on jobs from the Ashburn and Sterling data center corridor to Leesburg, Brambleton, South Riding, Purcellville and Lovettsville. We have filed more than 1,100 liens since 2020, with one all-inclusive price for the whole Loudoun filing.

Quick answer: A Loudoun County mechanics lien is a memorandum of lien recorded with the Clerk of the Circuit Court’s Land Records Recording Division at 18 E. Market Street in Leesburg. Starting January 1, 2027, documents without the full 12-digit GPIN on the first page will be rejected. The deadline is 90 days counted from the last day of the month you last worked. See the full Virginia deadlines and statutes.

Where Loudoun County liens are recorded

Loudoun memoranda of lien are recorded by the Clerk of the Circuit Court, Land Records Recording Division, 18 E. Market Street, Leesburg, open 8 a.m. to 4 p.m. weekdays. Mail goes to the Clerk, attention Land Records Recording Division, P.O. Box 550, Leesburg, VA 20178.

Documents have to meet the Code of Virginia, the Library of Virginia standards and local ordinances. E-recording runs through authorized e-recording providers; the county doesn’t set up e-recording accounts itself. We e-record Loudoun liens through an authorized provider.

The GPIN rule and finding the owner

Virginia Code § 17.1-252 calls for the 12-digit GPIN, the county’s parcel number, on the first page of instruments affecting real property, and Loudoun has announced that starting January 1, 2027, documents submitted without the full 12-digit GPIN on the first page will be rejected for recording. On a data center campus or a large subdivision with many parcels, getting the GPIN right is the difference between a recorded lien and a returned one.

We pull the GPIN and owner from the county’s parcel records, then the vesting deed from the Clerk’s land records for the legal description, before drafting.

Where we file across Loudoun County

Loudoun County has seven incorporated towns: Leesburg (the county seat), Purcellville, Middleburg, Hamilton, Hillsboro, Lovettsville and Round Hill. Much of the county’s growth, including Ashburn, Sterling, Brambleton and South Riding, is unincorporated. Town or not, every Loudoun lien goes to the same Clerk in Leesburg.

Loudoun describes itself as having the highest concentration of data centers anywhere in the world. The county reports about 233 existing data center buildings totaling roughly 56.5 million square feet built or under construction, more than 10 million square feet permitted in 2025 alone, the most in a single year in county history, and about 35.7 million more square feet approved but not yet built. Since 2025, new data centers need special exception approval instead of being allowed by right. That pipeline means a lot of electrical, mechanical and site work, and a lot of liens on large, multi-parcel campuses.

What sinks liens in Loudoun County

  • No GPIN, or the wrong one. From January 1, 2027, Loudoun will reject documents without the full 12-digit GPIN on page one.
  • The wrong parcel on a data center campus. Large campuses span several parcels with different owners. The memorandum has to describe the right one.
  • Going past the 150-day lookback. Long data center jobs run well past 150 days. Only work in the 150 days before your last day, plus retainage up to 10%, belongs in the claim.
  • Missing the owner notice as a sub. Subcontractors give the owner written notice of the amount and character of the claim.
  • Waiting too long to sue. Enforcement is due by the later of 6 months after recording or 60 days after completion. See the Virginia deadline table.

How LevelSet handles a Loudoun County lien

  1. Intake. You tell us the job address, who hired you, your license details, an itemized statement with dates and your last day on site.
  2. Statutory form. We pull the GPIN and owner, apply the 150-day lookback and prepare the sworn memorandum on the Virginia statutory form with the GPIN on page one.
  3. Notarization. Matt Rush, as agent for the claimant, swears to and signs the memorandum before a notary.
  4. Recording. We e-record it with the Loudoun County Circuit Court Clerk through an authorized provider.
  5. Service. We send the owner the notice your tier requires, the general contractor too for sub-subs, and the GC’s certification of mailing when you’re the GC.

Example: a Loudoun County deadline walk-through

Example: A general contractor finishes a whole-house renovation for the owner in Leesburg on October 2. The 90 days run from October 31, so the memorandum, with its certification that a copy was mailed to the owner, has to be recorded with the Loudoun Circuit Court Clerk by January 29, with the full 12-digit GPIN on the first page. The enforcement suit is due by the later of 6 months after recording or 60 days after completion.
