Unpaid on a Prince William County job? LevelSet Collections prepares and records Prince William County mechanics liens, Virginia’s sworn memorandum of lien, for contractors, subcontractors and suppliers on jobs in Woodbridge, Gainesville, Bristow, Dale City, Haymarket, Dumfries and the Manassas area. Since 2020 we’ve filed more than 1,100 liens, and a Prince William lien is one all-inclusive price.

Quick answer: A Prince William County mechanics lien is a memorandum of lien recorded with the Circuit Court Clerk’s Land Records Office, Room 300 of the Judicial Center at 9311 Lee Avenue in Manassas. The Clerk has separate forms for general contractors, subs and sub-subs. It’s due 90 days from the end of the month you last worked. See the full Virginia deadlines and statutes.

Where Prince William County liens are recorded

Prince William memoranda of lien are recorded by the Circuit Court Clerk’s Land Records Office, Room 300 of the Judicial Center, 9311 Lee Avenue, Manassas. The office records all documents pertaining to real estate, and its parcel ID guidance covers both Prince William County and the City of Manassas Park.

The Clerk publishes its own mechanics lien forms: a Memorandum for Mechanic’s Lien by General Contractor, by Sub-Contractor and by Sub-Subcontractor, plus a Certificate of Release. A general contractor also has to file a certification that a copy of the memorandum was mailed to the owner’s last known address.

The Clerk accepts e-recording through Simplifile, ePN and CSC, and can e-record every document type except plats. We e-record Prince William liens so the 90-day window isn’t spent in the mail.

Finding the legal owner and watching the record

We confirm the owner and parcel from the county’s real estate records, then pull the vesting deed from the Clerk’s land records for the legal description. On new-home jobs we also ask for a photo of the posted building permit, since it names any Mechanics’ Lien Agent.

Since July 2025 the Clerk has offered the free GovOS Property Alerts system, which emails signed-up owners when a document is recorded under their parcel ID or name. An owner who has signed up may see the lien before the notice arrives, so the memorandum has to be right the first time.

Where we file across Prince William County

Most of the county is unincorporated, including Woodbridge, Dale City, Lake Ridge, Gainesville, Bristow and Montclair. The incorporated towns are Dumfries, Haymarket, Occoquan and Quantico. The independent cities of Manassas and Manassas Park sit inside the county’s borders but are separate jurisdictions, so we confirm which locality a Manassas-address job is in before recording.

Prince William work is heavy on new single-family subdivisions and townhomes, data center and industrial projects in the western part of the county, and retail along the I-95 and Route 28 corridors.

What sinks liens in Prince William County

  • Using the wrong Clerk form. The Clerk’s forms differ for general contractors, subs and sub-subs.
  • A GC skipping the certification of mailing. A general contractor’s memorandum needs the certification that a copy was mailed to the owner.
  • Missing the Mechanics’ Lien Agent on a new home. If the posted permit names an agent, notice is due within 30 days of first furnishing.
  • A Manassas address in the wrong locality. Manassas and Manassas Park are independent cities. Confirm the jurisdiction before recording.
  • A sub-sub notifying only the owner. Sub-subcontractors have to notify the general contractor too. See the Virginia deadline table.

How LevelSet handles a Prince William County lien

  1. Intake. Send us the job address, the company that hired you, your license details, an itemized statement and your last day, plus a photo of the permit on home jobs.
  2. Statutory form. We confirm the owner and locality, apply the 150-day lookback and prepare the memorandum for your tier on the Virginia statutory form.
  3. Notarization. Matt Rush swears to and signs the memorandum as the claimant’s agent in front of a notary.
  4. Recording. We e-record it with the Prince William Circuit Court Clerk’s Land Records Office.
  5. Service. We send the required notice to the owner, and to the general contractor for sub-subs, and file the GC’s certification of mailing when you’re the GC.

Example: a Prince William County deadline walk-through

Example: A lumber supplier makes its first delivery to a new single-family home in Gainesville on March 4, and the posted building permit names a Mechanics’ Lien Agent. Its notice to the agent was due by April 3 (30 days). Its last delivery is August 12, so the 90 days run from August 31 and the memorandum has to be recorded in Manassas by November 29.
